PC1 and PC2 in VLAN 2 pass through R2 because of higher priority for VLAN 2 in Router 2 comparison to R3.
PC3 and PC4 in VLAN 3 pass through R3 because of higher priority for VLAN 3 in Router 3 comparison to R2.
When link between Switch and Router(R2) goes down R3 become master for both the VLANs
For VLAN 2 ---> R2 become master and for VLAN 3 ----> R3 become master

Create two vrrp, one for vrrp2--> vlan2 and vrrp3-->vlan3.
When link FastEthernet 0/1 goes down, R2 remain act as Master. So we shall have to track the link and it will automatically decrement the priority on R2 for VLAN2.
Now when i shut the link between R2 and R1 . Now it function correctly. R3 become Master for both the VLANs. Same configuration applied for R3 for interface f0/1 on R3.
